It’s not counterintuitive. It’s very intuitive and a well known thing. Growing up with load-shedding and frequent blackouts, kinda not wanting the power to come back on was a big part of our daily summer non-routine.

true. i remember feeling the same way when NYC shut down due to Hurricane Sandy (although the timeline for going back to normal was more predictable)

Trick is to start things during such periods that will cause a permanent reorientation that won't be reversed even after the situation passes :D
Use this time to lock yourself into the directions you want to persist in. Don't "size" projects for the duration, but for a decade
