As I see it, to minimize economic and health costs, everywhere with untraced community spread should quarantine until testing can keep up with the cases we already have. Because containment is ultimately cheaper than the alternative. What do other people think?

Agreed. Containment boundary should move to match the contours of community spread. Local shifts to mitigation doesn’t mean containment should stop. It should just move.
