People arguing for a higher grade for China, have you accounted for 2 factors?
1. They need serious points dinging for not locking down after SARS, by shutting down wildlife meat markets
2. It is not clear to me that the massive reaction was either in time or appropriate

I'd like to assign India a grade, but tbf I can't read the situation. It's unclear wtf is happening and why rates are so low. I'm guessing it's a mix of weather, poor travel infrastructure, low testing rates, and a young population, so asymptomatic spread > serious illness/death

But presumptively I'd assign India a D, based on reports of the silliness doing the rounds in the infamous WhatsApp disinformation sewers, and dumbass traditional medicine claims being made by leaders.

Haven’t been tracking closely. I’d guess a C for screwing up the cruise ship handling.

Why the high grade for Germany and France? I'm afraid they're just lagging a week behind Italy.

US is somewhere on the spectrum from C- to F. Too early to say for sure.
India shutting down early and definitively might come to be seen as a super wise action in retrospect.
In pandemics, the ones who panic earlier and act bolder suffer less.
