1879. The Pacific War (It wasn't pacific but all three countries involved had access to the Pacific Ocean) meant that Perú and Bolivia (and Argentina, for collateral reasons) always had unstable relationships with Chile, my country.

Interesting to see how biased one is on his/her country. I would have said either 1914 - successful schliefen plan may cause wwI to end and ww2 never to happen or 1930ish to stop the fascists.

I feel like the risk of WWII playing out worse are too high, ruling out 1920 and 1945. And to get a different outcome in 2001 you have to start changing things much earlier, so 1980 or is.

Too much already in motion by 1980 for much to change. But yes, 1920 & '45 are high risk.
