Surely a lot of market interventions are simpler. Banning lead in fuel was relatively simple, though it took time to build enough political capital, it was essentially just A) building enough evidence tetraethyl lead is poison B) convincing enough politicians this was true.

Of course this was simplified by the fact A) the cost of lead poisoning massively outweighed the benefits of leaded fuel B) there were lead fuel alternatives ready to go on a relatively short time frame. If neither of those were true we could still be waiting on a lead fuel ban
