Sacramento strikes me as probably the best compromise between cheap enough and "city-like" enough, with Portland better if you want the hipster vibe. Fresno or Bakersfield if you can compromise on "city-like".

Probably Portland still "the cheapest city available to those who fled west from civilization" If in-law suite is for an aging relative, healthcare profile in Oregon is also a better bet than CA or WA
