for SF in particular, seems like a vicious cycle of bad governance – cost of living is too high for people to seriously plan long-term unless they expect to make a lot of $$, in which case they're focused almost entirely on that and not so much on civic participation

Who says there's anything wrong with California, at least compared to anything else human-created? I think it's pretty damn great. Not perfect, but, right now anyway, better than any alternative available.

Tech sector critical mass produces massive wealth imbalance, which props up and encourages the bad governance, and attracts the refugees. It's also overflowing, which means that eventually that critical mass will be lost (or rather, will be everywhere). That's gonna suck for CA.
