Because they don’t always successfully transplant. Ending up homeless and drug addicted is hardly a transplant.

for SF in particular, seems like a vicious cycle of bad governance – cost of living is too high for people to seriously plan long-term unless they expect to make a lot of $$, in which case they're focused almost entirely on that and not so much on civic participation
