If firefighters spent most of their time firefighting they'd consider that a failure. So much of their effort is on preventing fires.

Semi related - I’ve worked with teams that complained about the amount of firefighting, and ones that didn’t. The difference was 0% the number of actually unanticipated emergencies that were needed to be dealt with, but rather a statement on the resilience of the team.
