Only additional details I remember: it was large and had lots of illustrations and was perhaps at 2nd/3rd grade reading level. Not a baby book, but not young adult either. There were also hot air balloons made out of paper bags and parachutes made of flowers towards the end.

Definitely not Bromeliad Trilogy by Pratchett, but this thread makes me marvel at how common the “little people living in-but invisible to-adult world” myth archetype is. In Japanese culture it also seems the diminutives are more in touch with ancient spirits. Less so in Western.
