but wouldn’t a more likely scenario be the US turning to other cheap countries for manufacturing

It already is. China is becoming more and more expensive to use since rising wages. Places like Bangladesh, Vietnam, and Africa picking up former Chinese business. Also, China might have to worry about falling into the middle income trap.

Theres still a difference between what people say, & what they ultimately do. But also our economy already falling apart from underneath, so probably less incentive to avoid move that might cause economic upheaval, especially if low-cost goods might be part of cause themselves.
