Depends. The situation where each behavior is appropriate is roughly analogous to the traffic situation where the corresponding driving behavior is appropriate.

Depends on where you're going doesn't it Wouldn't you like to be disrupted by the batmobile cutting in front of you if you're at the head of the platoon racing towards a collapsed bridge at 120kph?
