Ah yes, that's my understanding as well, though I'm rarely that bold (making a character in a story of mine do exactly that -- the glitchiness forces her into a crisis where she makes the strong void-collapsing decision)

Glitches happen when no ones hands are on the wheel. In the same way that "design is invisible until it fails". The first person to collapse the void, grab the wheel controls the destination.

For example, The glitch in the matrix was represented by deja vu but the design made visible was that the matrix itself was changeable.
