Another dimension of megacities is probably built-upness. Many megacities achieve population scale/density with slums. Need a measure like per capita infrastructure (weight of steel and concrete divided by population perhaps? Or lightbulbs? Or electricity wattage? Water?)

I think commuting patterns are pretty good indicators of megacities (see here https://en.wikipedia.org/wiki/Conurbation …) although air travel sort of complicates that. And physical infrastructure tends to correlate with the commuter basin. Agree that administrative boundaries are meaningless
