I'm a mathematics major multiple time university dropout and I know development fairly well but can't finish anything due to terrible executive dysfunction and impulse control, and have held down mostly menial jobs. What do I do now?

Lower your scope/scale ambitions and standards for finishing things until you start finishing things. Generally it is perfectionism anxiety that gets in the way, even if it feels like boredom/distraction.

Just survive all the musical chairs at the top by picking one necessary thing to do reliably so nobody has a reason to purge you and a good excuse to keep you. Then worm your way upwards with each purge as they look for safe people to cast in roles. Repeat in each role.
