I don’t mean stand-alone. I mean one that can be easily integrated into devices that might have unpredictable batteries inserted.

You get a lot of useful info from a pulse load and the response of the battery. Would be surprised if this isn't already baked into the common charging controller chips. More an interface question than anything else.

One solution is a simple voltmeter since most batteries demonstrate a decrease in potential (voltage) as they die. Many inexpensive battery testers are voltmeters of appropriate range with the units erased and a red/yellow/green bar placed instead:pic.twitter.com/x1lWSsTtch

A reason devices don't permanently display voltage (remaining capacity) is because you have to put a load on the battery to get an accurate reading. If it kept the battery loaded at all times, it would deplete itself. Absent a load, even dead batteries can test full w/voltmeter.

Most rechargable batteries for cordless power tools have this as a standard feature now. They're on three of the batteries that i bought in the last two years.
