It would surprise me. It would seem like a wasted opportunity to pick a rather low hanging fruit. If you are designing a fictional incentive structure for people to be good, why would you not add in a healthy amount of positive reinforcement too?

Closest I can think of is Buddhism where our current earthly existence of endless wants that can never be fulfilled is like Hell and Nirvana is just the absence of wants. No embodied Devil though ¯\_(ツ)_/¯

Malevolent deity-only scenarios depict worldly life already as "hell", afaik gnosticism would qualify for that with their evil demiurg. Most systems I know have a mixture of positive/negative elements/forces, which makes sense in a way (whatever function 1 assigns)- on a sidenote
