So by "like family" she means "to care deeply (and effectively) for our children and elders", evidently, but 1) that ain't how lots of people actually live (for good or ill), and 2) it neglects all the atavistic connotations of such talk

Yes, a country! Analogies have their place but comparing organizations with family is always fraught. Usually means they want you to *feel* like its a family but treat you like an employee (sports teams a good example)
