The “social way” to generating meaning sketches here may also be one reason political regimes that privilege individuality don’t/won’t work. Healthy social structures can’t be built out of fundamentally individualistic units.

Social way is managing to find a counterparty in able and willing to engage in a sort of deepening mutuality. So far this means a willing and able human. AIs haven't yet reached capability of being infinitizing counterparty and may be definitionally incapable of it.

Yes, Hannah Arendt spotted this, and framed it as sovereignty (in the libertarian sense) being an impoverished/degenerate form of freedom (which requires a plurality of others and a relationship of entangled mutuality). Or as Ursula Le Guin put it, "to be whole is to be part"
