I think the causality is the other way around. Buying back treasury bonds increases the price, which decreases the interest rate.
Negative interest rates and deflation are like treasury bond buybacks right? Or am I misunderstanding something basic? Reductio ad absurdum there is everyone including banks has shrinking cash balances converging on Fed books.
