What other formal mechanisms exist around the world like global entry, that lower the default burden of interfacing with the state in exchange for money and/or lowered privacy?

Usually when you look into the paperwork, you find out you dont need to lose any new privacy to reduce the paperwork. GE works on data thats already in govt databases beyond the fingerprint. Same with automatic tax returns. A bunch of paperwork is put to create barriers.

Where I've had first person views with orgs and states, it was lack of downstream consideration/"meh easier for us" Rarely have I seen complexity via paperwork barrier builders.
