A framework is usually either an ersatz model or a meta-model that can be used to instantiate other models. Models typically accommodate real phenomenology using analytic commitments. Frameworks are usually somewhat arbitrary matters of taste.

It is admittedly a somewhat technical definition. The simpler version is that framework is an informal, fuzzy, broad category, model is a more formal, precise, narrow category that might support relatively scientific stuff.
