A framework is usually either an ersatz model or a meta-model that can be used to instantiate other models. Models typically accommodate real phenomenology using analytic commitments. Frameworks are usually somewhat arbitrary matters of taste.

Maybe but I feel like frameworks are often used to organize information in a way that tells a story (to me then, thinking); models are more often filled in to help organize information to make a decision for how to act.

My bias is that I’m using “Business Model Canvas” = model and Laddering as the framework to litmus rest this.
