agreed, it can often have elements of that in it. Subtle difference between "be better" vs "you can do better". One is judgemental and disapproving, the other an invitation to transcend limits. What a different meaning between the two though
It's like responding to disagreement by saying "surely we all agree that...?" A way to Schelling-point YOUR proposed solution as the popular choice motivated by general welfare, whereas anyone else's suggestion is motivated by darker forces.

IMO we've created an system in which it's more celebrated to speak, than ask and listen. Eg. "what could you do better?", over "do better" allows reflection, recognition and ownership. Eventually, real change. What do you think?
