it can be frustrating to get advice from conscientious people (not their fault) because it often amounts to "have you tried doing things?" yes I have but it's really really really hard! otoh, I don't want to fatalistically reinforce my limitations

Often because they don’t trust their own ideas rather than because they don’t think of them. It’s a kind of social proof/validation seeking for actions. And they assume others are like that too. So their advice giving falls into that pattern.
