I often hear it in the form of "I'm out of fucks to give", which sounds more like spoon theory than apathy. (Though, of course, it depends on who is saying it and how.)

I think it's an expression of hopelessness of being able to change a personal/local/national/global problem. If one perceives that they cannot effect change, than "no fucks given" is budget mediocre rebellion.
