I wonder if it's because coaches in the term I've heard this the most (European football) aren't responsible for general player improvement but hold more of a GM role making decisions on tactics, man management etc.

First statement need not necessarily be a negative thing. Maybe one isn't good at doing something, but that doesn't make them bad at teaching it to someone else?

Probably completely independent. Doing and teaching. There are great doers who can't teach. And lots of people who can neither do not teach

I’ve heard “those who can’t teach” originally referred to injury and old age, not lack of talent or skill. Granted that was from a teacher.
