I don't know where these people are getting their systems thinking from, bur step (-1) is looking at the existing state of affairs as a system that *works* (maybe works badly for your goals but it's there, successfully iterating itself).

Systems thinking crosses over with a thousand other things, but the crowning jewel of systems thinking proper is Braess's paradox. It realizes that if you prick the system it's going to do something to you, and then try design the something that you want.
