I thought of the Discworld novels as generally technocratic, but now that I think about it Straussian might be a better descriptor

I don’t think they’re Straussian. More like plain neoliberal. While a few figures like Vetinari and Carrot are Straussian, others like Vimes, Moist von Lipwig, and Rincewind are more like generic liberal democrats with no particular reverence for Great Men.
