There are very few engineering problems that cannot be cast into an iterative problem-solving framework and require a totalizing approach. Three that approximate this are space missions, processor design, and urban infrastructure projects (tunnels etc) in existing large cities.

If you have a radical new idea for a bridge, you iterate via smaller rivers and in simulation before tackling the big one. But there's a limit to how much you can wing the big one's unique challenges once you get going.
