There are very few engineering problems that cannot be cast into an iterative problem-solving framework and require a totalizing approach. Three that approximate this are space missions, processor design, and urban infrastructure projects (tunnels etc) in existing large cities.

I take it to mean that trial and error (to a large extent) is not a good way to solve the three.

More specifically processes like agile. Trial and error is a little less intentional than what he’s suggesting.
