This is an attractive idea. Seems fair and economically beneficial. As I see now, I would support it. But it prompted me to wonder whether there is anything besides direct economic value we want to ask of people people pursuing residency / citizenship.

Switzerland has a cultural fit criterion implemented at canton level (ie your neighbors can veto your citizenship claim based on "not swiss enough"). This is perhaps justifiable for very small cultures like Switzerland, but is a really bad idea for sufficiently large countries

Hmm yes would be a terrible policy for a melting pot to implement. I would like people to commit to protecting minorities (broadly) from the majority. But I think any effective filtering mechanism would be draconian.
