Score of each is determined by the energy cost required to recover from the loss. Energy calculated in form of money, physical effort, mental energy.

I'd say consequence. The impact of the loss. Passport can be miss used by miscreants. Phone, in the wrong hands wreaks havoc. I think it's less to do with recovery than the 'possible' ramifications/ consequences (from experience)
