Who's getting hurt most by the shutdown, in order of severity, and how will that change? AFAICT the current order is:
1. Federal contractors (unlikely to get back pay)
2. Second-order service economy in DC
3. Federal employees on lower rungs living paycheck-to-paycheck

What's the term for people from whom the government were supposed to buy things and services, but didn't for the past month? It's not like they are going to buy twice as much since nothing got consumed in the meantime, so these people permanently lost a month's worth of business.
