A one-year+ shutdown is basically civil war territory. It's easy to make fun of government and pretend it's useless overhead, but it's not THAT inessential.

This strategy seems so trivial to campaign against. “If elected, we will turn government services back on.” I’m not being naive, am I?

There will be no government left to turn down if this goes to November. Classic negotiation strategy in management/labor of compounding costs of shut down. It's just less visible with government than say a shoe factory.
