Is context awareness a teachable skill in broadest sense, and down to the simplest grade-school levels?
I find myself responding differently to people who obviously lack the skill (non-neurotypicals etc) vs people who seem to have the skill but choose not to modulate to context

Teaching a 1yo when it is and when it is not ok to throw rocks is one of the hardest things to explain as a parent at this age. I'm not sure that it's scalable without a set of ancillary tools such as "abstraction" and "empathy"

I think you'll have to invert it to make it teachable.
Take a scenario from their life where context has been stripped and misappropriated to show how context matters.
