World-building is addiction engineering. Making stories enjoyable is lower priority than triggering must-finish-series and collect-all-references instincts.
Terry Pratchett runs on mild addiction and okay storytelling. I think I’ll complete major arcs but am unlikely to reread.

By contrast, Douglas Adams universe is not built coherently enough to trigger or sustain the addiction/completion instinct. It is random acts of patchy, pointillist, impressionist worldbuilding. But is highly rereadable because enjoyment factor is much higher.
