World-building is addiction engineering. Making stories enjoyable is lower priority than triggering must-finish-series and collect-all-references instincts.
Terry Pratchett runs on mild addiction and okay storytelling. I think I’ll complete major arcs but am unlikely to reread.

By contrast, Douglas Adams universe is not built coherently enough to trigger or sustain the addiction/completion instinct. It is random acts of patchy, pointillist, impressionist worldbuilding. But is highly rereadable because enjoyment factor is much higher.

Terry Pratchett books are essentially explainer books. Every book has themes like computer, women in the military, post office, treasury, religion, rock music etc.
