How could you think we want to take care of people if we are in a PA situation ? Not possible; not ever worth considering ... We cannot judge who is "best", cannot save everyone without making you unsafe, and i don't understand "minimize max pain" :)

I went with "save the most..." but dammit it's complicated. It would be more about building some kind of community, but saying "best" is the wrong kind of metric. It's more, "Who was here at the right time, with whom we can construct reciprocal loyalty?"

Once you have the loyalty for _those people_, you need to maintain that, even if later someone "better" comes along.

if "best" can be any personal criterion, then it'd be "people who saving would most satisfy my ethical preferences", and that might just end up being the same group as "most"
