Is there any example of an anti-Campbellian story, where hero successfully refuses the call to adventure and instead hangs around moping and reading news of Backup Chosen One, trying to not comment?
Frodo staying home, rolling his eyes at news of Pippin’s ringbearer screw-ups?

I read a nice short story in a great anthology a couple of months ago where the blacksmith or whatever descendent of kings said no thanks to hero quest and pointed the fairy queen? to his girl cousin? And said she'd enjoy it, go talk to her. No eye rolling, though.

But then that becomes her story and he is just an opening cameo in it right? Unless the story followed the blacksmith’s doings
It was a short story. I think the last paragraph was about him enjoying his mundane life.
