Without knowing any more details, my top-of-the-head guess would be that EM is likely to be much safer. Any time you're dealing with high-pressure steam you're dealing with risks of explosions and leaks and things. Plus you need a whole steam system.

I hear this argument often. My counterargument is that we've turned physical complexity into digital complexity. How much code goes into making sure lithium batteries don't explode when you charge them? That electric motors don't overtorque and destroy themselves?

I suspect not much actually. What makes the code more complex is that the flexibility allows you to monkey with it, adding more features. Which is fine. After all, steam engines had mechanical governors that could break. Boilers explosions were way more dangerous than battery.
