Cruelty, because cowardice has more workarounds. Cowardice can be overcome by either guilt or shame, whereas cruelty is pretty immune to guilt.

Imo probably cruelty, because it involves deliberate action, whereas cowardice can be passive avoidance. Hard call though. Cowardice can be an enabler of *evil* though, so perhaps equally bad.
