SWATing gets ppl killed and endangers police officers and usually emanates from online feuds, doxxing and stalking. This seems like a good candidate for a 5-10 year felony, upgraded to 25 to life if someone dies or gets hurt

What the current penalty for making a false police report/reckless endangerment? I’m assuming pre-Internet things like false bomb scares have set precedents here.

I think you were on the right (feasible) track when you suggested that web posts should have a cost. Here's a ruleset that could make this happen: each of your non-mutuals has a periodic reply allowance (eg 1/week). But they may also reply anytime you reply to them.

Yeah, similar. Key differences being configurable, permeable boundaries that filter discourse on your public page. Like a gentler Twitter or a fresher Facebook.
