Thought experiment: What would happen if we just made advertising illegal? No paying to put a message in any channel that a) you don’t own b) contains any non-opt-in people. Exceptions for emergency services.

Short term: A lot of rich people would panic, prices would go up generally
Long term: Product developers would be more thoughtful when building, less noise online, hyperlocal industries thrive again

Isn’t this already the way things work? All these platforms contain ToS that is technically opt-in

Channels would shuffle some paperwork around to give their advertisers some esoteric form of revolving ownership stake in the channel with micro-terms tied to the duration of the ads. Business as usual would be re-calibrated in half the time it’d take for a signed bill to kick in

I think the actual stores would turn to a consignment model where product producers could buy eye placement, end caps, readily accessible spaces. It already happens but it would be more of a land rush.
