Maybe we could, like, break up the Internet itself along somewhat random boundaries. Not national or corporate lines. Just like 50 global zones each with a name. Get things subcritical to control the burning.

The original intent of TLD was zoning: .gov for government, .edu for education, .com for commerce etc It didn't work that way, but for a time you couldn't register your personal website with .gov TLD. I actually doubt you could register http://vgr.gov even today.
