Maybe we could, like, break up the Internet itself along somewhat random boundaries. Not national or corporate lines. Just like 50 global zones each with a name. Get things subcritical to control the burning.

50 is too many. Maybe 7? -- I have been spending a lot of time at zone 3 lately, cool websites, nice ambiance ... -- I thought zone 3 was for shopping? -- No, zone 3 is mostly design, you are thinking about zone 6. I guess TLDs (top level domsins) are such zones

The original intent of TLD was zoning: .gov for government, .edu for education, .com for commerce etc It didn't work that way, but for a time you couldn't register your personal website with .gov TLD. I actually doubt you could register vgr.gov even today.
