Iran's leaders don't seem especially charismatic. Theocracy doesn't require a charismatic individual that actually exists, although it may demand a fiction.

Authoritarian government is usually distinguished from fascism for *not* being based on charisma.

Haven't plenty of them been run by junta/committee? I think only a few of the Soviet Union's leaders qualified as 'charismatic'. But then again, i think the counterpoint might be that, without a charismatic persona, many of these arrangements tended to fall-apart.

Nah. Look at the USSR. Charismatic is more key for structural shifts in governance from democracy to authoritarian or vice versa. Informal charismatic authority is important there for going beyond the boundaries of the formal power structure (for good or ill)

Yes. A “source” or embodiment of authority is required. Usually God is involved but too abstract to encourage daily adherence, so an Ayatollah or a Prince is needed to spell it out.
