Tax the richest to help the poorest seems to make less sense as you get more local in scope like Prop C. OTOH progressive taxation at a macro scale internalizes externalities at the cost of inefficiencies of bureaucratic scale. Conundrum. Maybe the state level is Goldilocks zone?
