I’m mostly in the doesn’t code/shouldn’t code quadrant.
If you’re in this quadrant despite having an engineering background and being competent enough at other aspects of it., it’s called being a squib. As in Harry Potter.

the ones who can code but get sucked into management because that's the "next step" are the saddest

I get asked all the time why I don't code for a living. I love coding as a means to solve a problem, but don't enjoy it per se, as in geeking out over a new framework. Even teaching to code is much more fun than coding itself.
