What is up with the West coast? I'm in a relatively poor neighborhood in Chicago and the homeless people mostly just sell you newspapers and bum cigarettes.

Weather is good, compassionate tent laws, high cost of life means a lot of precarious people fall through the cracks. I suspect a lot of them are domestic migrants who moved west and then failed at life.
