I suspect an evolutionary process is more likely to find a mechanical/energy design like “bird” at large scale first. Large = more general locomotion, feeding strategies, fewer details to get right. The hummingbird is like a highly refined miniaturization of a basic design.

Actually, big birds are way more optimized than small ones, since more things have to be just right to get a flyable mass/power ratio. On the other hand, a small bird can have a density of a fish and still fly with maximum effort.
