1) This applies only to to "2 people illegitimately arguing about politics." 2) Two people legitimately arguing about politics quickly defer to the data. I've seen more of #1 than #2 in 15 years of political engagement, but #1 is certainly possible. It's just uncommon.

As an activist, I encountered many "well intentioned people who don't spend much time thinking about politics." Ergo, such people didn't attach their knowledge of politics to their emotionally-held image of self-worth. Such people happily deferred to "better info," & I to theirs

The reason you're "mostly right" about this, is that those discussing politics in the public eye have no desire or incentive toward "getting to the truth." They're there to push as many voters as possible to accepting the defense of the (paymaster's) view who hired them.

Those without self-image at stake, and those who have accepted "a common basis of agreement" can rapidly proceed to "common prescriptive grounds." Without the former happening first, You2 and Them2 both bark at each other, like dogs. "Empathy-test" is the typical "common basis"
